These are the most commonly used and trusted ones, with some pros and cons for each:

Unocoin - one of the most popular ones. Their transaction fee is 0.7% and after some trading it drops to 0.5%. There’s an additional government fee of 18% on that transaction fee, so it’s debatable when it comes to that aspect, but still not too crazy. It is highly trusted, but it does require ID verification so it isn’t private.
Switchain - Not exclusive to India since it works worldwide, but it’s a service with a very handy feature of comparing the rates you can get on different exchanges and tells you which one is the best deal. However, you can’t buy coins for INR. So if you want to invest in different assets, you would buy Bitcoin on one of the other ones and then use Switchain to get all the other coins.
Zebpay - This is another company that offers bitcoin for reasonable fees. This time, they are not disclosed, but included in the price itself, so you don’t know exactly what portion goes to fees every time. It is also not private, but has multiple additional security features as well as user-friendly mobile apps that make it very easy to use day-to-day.
Coinsecure - Pioneers in bitcoin exchange in India, they offer very low fees and video guidance. However, the platform is not the most beginner friendly. They also require ID verification.
